According to the mayor, the visa will be free and as fast as possible: individual entrepreneurs and small firms (up to 10 cars) will be able to settle all the formalities on the same day.

Responsible for issuing "licenses" will be the city Department of Transportation and Development of road transport infrastructure. Permission for a period of five years will be issued for each machine individually, ie in case of loss of the car will have to undergo the procedure again. The absence of permission from the driver will be punished by a fine of 5000 rubles.
