GLONASS project is inefficient

The inspection found that in 2011 the desired values ​​were achieved in 18 of 28 indicators of the effectiveness of implementation of the program. Level of equipment of transport infrastructure facilities GLONASS was 22.6%, whereas 75% of all planned. In fact, the program is running only two-thirds, despite the fact that funding from the budget in a timely manner and in full. The Chamber sent the results of the inspection the Russian President and Government.

The document notes that the project GLONASS navigation system - is ineffective. Implementation costs for the creation of national development, its implementation and development come from very badly. The Office also reports that the program three times subject to change - in 2006, 2008 and 2010. As a result of these adjustments, the project financing has increased in 5,9 times. The amount of funds allocated from the budget, grew in 9,6 times, and drawn from outside sources - in 2 times. Total project cost is estimated at 103 billion rubles, in which only 3.3 billion are off-budget funds.
